Job Description

We are currently recruiting a HR Director to join our team in Frankfurt, Germany. We’re looking for a highly motivated individual to work in collaboration with and support the TRICARE business leaders, partnering with HR colleagues and internal stakeholders to ensure effective talent management in the TRICARE Overseas Program (TOP).  Ensures that the organization is in full compliance with applicable laws and regulations. In addition, the position works closely with the Director of Human Resources for Government Services in developing, implementing and evaluating ongoing HR policies, programs, functions and activities.

 

Key Responsibilities

 

  • Develop and maintain a strong working relationships and knowledge of TRICARE Overseas Program (TOP) and forms effective working relationships with key decision makers.
  • Maintain a positive employee working environment through regular and proactive engagement with staff; managing remote and global teams.  
  • Drive and support the implementation of the TOP operating model and ensure employee engagement during the process partnering with local heads on on-boarding and training goals.
  • Provide advice and guidance as necessary on appropriate employee relations issues and processes.
  • Working closely with the Regional HR and shared services teams to secure local delivery support and to ensure compliance in all legislative local country requirements are met.
  • Be responsible for providing guidance, coaching, and counsel to leaders and managers on issues pertaining to, performance management, employee relations, talent, work force planning, learning and development, compensation, and other strategic and tactical support.  
  • Ensure alignment of change process in TOP to align with people changes and ensure constant communication, feedback and updates when/if needed.
  • Establish and develop effective working relationships with internal and external recruiters, ensuring they understand the business need, and manage their expectations in the recruitment process.
  • Drive recruitment of vacancies and proactive forward planning for budgeted headcount through working closely with HR colleagues to ensure recruitment is on time including ensuring corrective actions are implemented for any potential late recruitment.   
  • Provide performance appraisal cycle updates and reporting to ensure forms are completed and submitted within required timescales; drive completion targets.

Qualifications

  • Strong generalist HR experience (7– 10 years in field)
  • Broad and comprehensive recruitment experience, on both operational and strategic level, ideally from both a consultancy or on-site/in-house perspective.
  • Experience in a fast pace, multinational organization, ideally within the professional services, Government Sector  or related industry;
  • International experience desired and working in a matrix organization
  • Experience working with remote global teams
  • Appreciation and proven utilization of appropriate employment law and regulations relating to selection, offer management, and the recruitment industry;
  • Clear demonstration of project management and project ownership with understanding of functional cost control;
  • Successful experience managing multiple projects at the same time with accurate and timely delivery of each project.
  • Understanding and empathy with the military through overseas assignments or personal or family exposure is essential.
