The Business Controller serves as the senior finance leader responsible for the financial management, forecasting, reporting, compliance, and overall financial performance of the Government Services US (SGS) TRICARE Overseas Program (TOP). Acting as the primary finance business partner to executive leadership and program operations, this role provides financial oversight and strategic guidance for a complex U.S. Government contract operating across multiple countries, legal entities, currencies, and time zones.
The Business Controller owns the end-to-end financial performance of the program and is accountable for driving profitability, cash flow, operational efficiency, and EBITDA performance while ensuring full compliance with contractual requirements and applicable U.S. Government regulations. The role requires deep expertise in U.S. Government contracting, Federal Acquisition Regulations (FAR), Cost Accounting Standards (CAS), Truthful Cost or Pricing Data (TINA) requirements, and government cost accounting principles. The successful candidate must be capable of independently leading a complex international program environment, identifying and resolving complex business and financial challenges, and influencing stakeholders across finance, operations, accounting, contracts, legal, and executive leadership.
The Business Controller is expected to identify and implement process improvements that enhance financial controls, improve operational effectiveness, and drive contract profitability and EBITDA performance. The role requires a highly autonomous leader capable of independently resolving complex financial and operational challenges while effectively partnering with stakeholders across a geographically dispersed organization.
In addition, the Business Controller will support the U.S. Government Services CFO in proposal development and other strategic initiatives, ensuring compliance with FAR, CAS, Truthful Cost or Pricing Data (TINA) requirements, and customer-specific contractual obligations while contributing to the continued growth and success of the ISOS Government Services business.
Key Responsibilities:
- The role will be specifically responsible for:
- Build strong relationships and partner with SGS CEO, SGS Functional Management team, and TRICARE Overseas Medical and Operations leadership and management teams
- Lead a team of financial analysts to ensure all related financial planning and analytics are completed accurately and timely.
- Partner with Government Services Accounting function to ensure general ledger accuracy and completeness, as well as identify and implement opportunities for improvement of close and reporting processes.
- Track and report all P&L activity for TRICARE Overseas Program (TOP) across all legal entities / sub-locations, ensuring accurate variance analysis at the cost center level.
- Oversee the program forecasting and budgeting process – building forecasts for each relevant function.
- Provide support and assistance as needed to the Accounting teams, including providing cost center coding for non-routine/one-off expense items, required accruals, account balance research and other ad-hoc requests.
- Provide sound financial / non-financial performance analysis and commentary including monthly profitability by contract, rolling forecasts, cost by nature, headcount, balance sheet, CAPEX, working capital and cash.
- Provide support to decision making processes throughout the company related to financial performance.
- Identify and implement process improvements, within both finance and operational environments.
- Lead projects related to system/process improvements and automation.
- Assist U.S. Government Services CFO with Bid & Proposal and Contract Modification pricing.
- Support contract award negotiations and cost or pricing data submissions, DCAA award and compliance audits
- Support mobilization of new contract awards/modifications and properly track costs in compliance with SGS Disclosure Statement and contractual terms including CAS and FAR requirements.
- Manage, mentor and develop the TRICARE Overseas Finance team.
- Assist US Government Services CFO with implementing and communicating Government Cost Accounting Standards “CAS”, Federal Acquisitions Regulation “FAR” compliant processes, documentation, and reporting.
Required Skills and Knowledge (Brief description of technical knowledge or skills needed to perform the job)
• Demonstrated success in advanced financial modeling and analysis including annual budget, rolling forecast, capital budgeting, and long-term strategic planning
• Advanced Microsoft Excel skills and experience with data-intensive financial analysis.
• Ability to demonstrate required skill set to be part of a high performing team

Required Work Experience (Brief description of the job-related experience needed to perform the job)
• 15+ years of relevant experience in Financial Analysis and reporting; preferably in the U.S. Defense Industry
• Familiarity with generally accepted accounting principles and their application to the business
• Familiarity with US Government Cost Accounting Standards and Federal Acquisition Regulation
Required Qualifications (Brief description of the educational background needed to perform the job)
• Bachelor of Science Degree in Finance, Accounting, or related field
• MBA or experience in a Big Four public accounting firm preferred
• US Government Contracting experience strongly preferred
• Ability to obtain US Security Clearnce required
