Overall Purpose of the Role
The Senior HRBP is accountable for leading the Government Services (GS) HR function and local workforce in San Antonio for the TRICARE Overseas Programme (TOP) and other GSBL clients/contracts, e.g., The US Department of Defence, Veterans Affairs etc. This role is the primary point of contact for all day-to-day HR services delivery in San Antonio.
The HRBP role delivers the end-to-end HR services required for GS operations across the full employee lifecycle (recruitment, onboarding, performance, C&B, T&D, employee relations, organisation development/change and exit/separations), ensuring a responsive HR advisory service is delivered to business leaders, people managers and employees that comply with client contract obligation, International SOS Group HR practices and Federal & State employment and workplace regulations.
The HRBP has a strong collaborative interface with the VP HR NAMS; HR Director Government Services and Intl.SOS Group/Regional HR services provided by external/internal partners/vendors across COEs, e.g., HRIS/Systems, Recruitment, C&B, L&D, etc.
Core to this role is the ability to capture HR priorities and manage multiple activities/tasks in a fast-paced environment. This role requires an experienced senior HR professional with the breadth and depth of HR/ER technical knowledge, skills and experience to build, scale, and grow a new HR function. This role will suit a senior and experienced HR generalist/HRBP who enjoys taking a ‘hands-on’ and ‘sleeves-rolled-up’ approach with the ambition and potential to further develop the role and the San Antonio HR operation.
Key Responsibilities
HR Leadership & Service Delivery: Drive HR operations, policies, and processes aligned with GSBL and Intl.SOS standards. Ensure compliance with federal/state regulations, manage escalations, and provide coaching on employee relations. Track/report on HR activities for continuous improvement.
Stakeholder Engagement: Build strong relationships with GS/TOP leaders, people managers, and vendors. Provide advice on employee relations and collaborate with finance on workforce planning.
Recruitment & Workforce Development: Lead workforce planning, recruitment, and onboarding to meet business needs. Ensure compliance with checks and provide an effective onboarding experience. Support talent development and leadership growth through partnerships with COEs.
Performance Management: Guide managers in performance improvement and oversee the performance management cycle. Conduct workshops and continuously improve processes.
Employee Relations & Compensation: Handle employee relations issues, ensuring policy compliance. Collaborate on salary benchmarking and manage payroll delivery.
Organizational Design & Change Management: Act as a consultant for organization development and change projects, ensuring milestones are met.
Engagement & Analytics: Lead employee engagement initiatives and manage workforce data, providing reports to anticipate issues.

• Educated to degree level, or equivalence by experience ideally supported with a relevant professional HR qualification/certification, e.g., SHRM etc.
Required Languages (Brief description of the language skills needed to perform the job).
• Ability to communicate in English fluently (oral and written).
• Ability to speak Spanish is advantageous.
Other Requirements
• This role is fully office-based.
• Overseas travel with some overnight stays will be required from time to time.
