Regional Program Director (TRICARE Overseas Program) - Pacific

Overall Purpose of the Role

•    Oversees the TOP Regional Program and its requirements in the Pacific Region.
•    Assumes overall management responsibility for the delivery of client / government stakeholder services and provider relationship management.
•    Responsible for the regional execution of the TOP Statement of Work, TRICARE Manuals, Military Treatment Facility (MTF) / TRICARE Area Office (TAO) Statement of Responsibility, and other contractual references and documents. 
•    Ensures contract performance standards and goals are achieved throughout the contract.
•    Regional lead for TOP policy related questions with respect to regional client/provider management and regional service delivery.
•    Maintains effective relationships at the executive level with regional TAO, Regional DHA, Combatant Commands (CCMD) and contract organizations.
•    Ensures strong working relationships with DHA regional stakeholders to help drive value into the contract and to further TOP integration with the military health system.
•    Liaison between DHA stakeholders (internal and external) throughout the region and the TRICARE Program Management Office (PMO) to ensure issues and concerns are appropriately addressed including program performance metrics, audits, Government requests and service quality
•    Ensure optimum level of program performance in terms of beneficiary quality of service, MTF, DHA and provider satisfaction of service.  
•    Leads program innovations and health outcomes to drive the best value for the customer.
•    Leads cross-functional teams including integration with International SOS corporate support to drive innovations.
•    Philippines Certification Program – monitor activities and assure compliance with contract requirements.

Key Responsibilities

I.    Tasks
•    Analyzes operations to evaluate performance of country operations and its staff in meeting objectives.  Determines areas of potential cost reduction, program improvement, or policy change.
•    Directs, plans, and implements policies, objectives, or activities of organizations or businesses to ensure continuing operations.
•    Implements corrective action plans to solve organizational or departmental problems.
•    Interprets and explains policies, rules, regulations, or laws to organizations, government or corporate officials, or individuals.
•    Prepares or presents reports concerning activities, expenses, budgets, government statutes or rulings, or other items affecting businesses or program services.
•    Directs or conducts studies or research concerning issues affecting areas of responsibility.
•    Serve as liaison between organizations, shareholders, and outside organizations.
•    Represents the organization or promotes TOP objectives at official functions.
•    Deputizes for Head of Region Pacific on an ad hoc basis.


II.    Client & Stakeholder Management
•    Develops and executes a regional engagement strategy that supports strategic initiatives in close coordination with Head of Global Program and Head of Region- Pacific. 
•    Responsible for client management and program oversight. Principal Regional point of contact for the TAO, DHA, CCMDs, and regional sub-contractors. 
•    Primary escalation point for contractual and policy guidance for all Intl.SOS and regional sub-contractor staff involved in TOP service delivery management.  
•    Manages and oversees Regional Program Management and ensures project/issues/initiatives are communicated, tasked and tracked to completion.
•    Oversees and drives regional issue resolution with TRICARE Regional Leadership team – Head of Service Delivery, Regional Medical Directors, and Country Leads.
•    Oversees assigned portions of government audit reviews on site at designated locations, ensuring quality and successful audit outcomes are obtained. 
•    Participates as appropriate in TRICARE and other Government stakeholder visits, meetings in the region and, when required, meetings with DHA / TRICARE Overseas Program Office (TOPO) in the USA.
•    Facilitates program knowledge with other Regional Government stakeholders included, but not limited to CCMDs, Department of State and Branch of Services Representatives.
•    Monitors regional contract performance, contract initiatives and other contract/program related data analytics. 
•    Oversees and ensures the effectiveness of MTF/TAO quarterly meetings


III.    Provider Management
•    Develops and manages service provider relationships with TOP providers.
•    Leads the International SOS TOP provider network management efforts in the region
•    Leads direct reports and collaborates with matrix business partners to achieve high levels of quality and cost-effective service through the regional provider network.
•    Ensures TOP contractual obligations are met including network adequacy, including coverage, certification, and credentialing status in conjunction with International SOS TRICARE stakeholders 
•    In coordination with the TRICARE Head of Network Administration and TOP Medical Directors, ensures effective planning and execution of TOP provider Site Audits are achieved in line with contractual obligations. 
•    Responsible for the implementation and oversight of regional program education and communication program(s) for TOP providers & Government stakeholders.


C. Job Profile
Required Skills and Knowledge
•    Excellent written and verbal communication and influencing skills, including presentation skills.
•    Excellent attention to detail, with the aptitude and willingness to research root causes. 
•    Strong leadership skills and profile.
•    Fluent in Microsoft office tools (Excel, PowerPoint, Word). Additionally, Visio and SharePoint preferred.  
•    Comfortable with both technical policy detail and wider-level strategic insight.
•    Project management experience and/or qualifications would be an advantage.
•    Experience of operating in Asia Pacific, especially Japan and/or South Korea preferred.

Required Qualifications

Required Work Experience 
•    Strong senior-level client facing experience with the ability to communicate with key external and internal stakeholders at all levels.
•    Prior experience in working with the US Government or United States Department of Defense.
•    Evidence of Senior leadership positions and successful delivery.
•    Change management experience.
•    Experience/evidence of managing large projects and budgets.
•    Prior military experience in the military health system, at a department head or executive management level, preferred.

Required Qualifications (Brief description of the educational background needed to perform the job)
•    Bachelor’s Degree in Health Care Administration, Business, Public Health or related health care field Postgraduate Degree, preferred
•    This position does require a US Citizen who can obtain Tier 3/ Level II IT Security Clearance (previously referred to as ADP II Clearance) after being offered a position and maintaining clearance after starting with International SOS.

Required Languages (Brief description of the language skills needed to perform the job)
•    Excellent level of English, written and spoken
•    Understanding of Japanese or Korean languages a distinct advantage

Travel / Rotation Requirements 
•    International and domestic travel up to 50% or as required.
