The Role

The Nauru- Australia Health Partnership Program – Raña Tsimorum (Look after your life) is a 10-year bilateral investment from the Australian Government to support the Government of Nauru to deliver the health components of Nauru’s National Sustainable Development Strategy 2019-2030, seeking to strengthen the health system to respond effectively to health threats, better meet the population’s healthcare needs and significantly improve health outcomes.

 

The Raña Tsimorum Legal Advisor will play a central role in developing the legal and regulatory systems, procedures, and enforcement mechanisms that enable the Nauru Department of Health & Medical Services (DHMS) to operate effectively, fairly, and in accordance with the law and international good regulatory practice.

 

The role contributes to the objectives of the Raña Tsimorum Program by strengthening the health system’s capacity to deliver safe, high-quality care and improved health outcomes for the people of Nauru. Key duties include:

  • Leading the development of the Nauru Department of Health & Medical Services’ legal and regulatory foundations.
  • Serving as the principal legal advisor to the Secretary for Health, and DHMS executive management.
  • Providing legal input into health practitioner licenses & compliance oversight
  • Providing legal oversight and guidance on investigations into alleged breaches by health service providers.
  • Supporting the Nauru Department of Health & Medical Services in managing complaints, disputes and appeals.
  • Drafting and reviewing contracts & legal instruments
  • Providing training and guidance to inspectors, licensing officers, and other Government of Nauru staff on relevant topics

Requirements

  • Bachelor of Laws (LLB) or equivalent from a recognised institution
  • Qualified legal practitioner with current admission to practice in Australia, New Zealand, or a comparable common law jurisdiction, with a minimum of 7 years post-qualification experience.
  • Demonstrated experience in public health law, health regulation, or the development of health regulatory frameworks.
  • Experience drafting legislation, regulations, codes of practice, or regulatory instruments for a government department, statutory authority, or international development program.
  • Proven track record providing legal advisory services to senior government officials or executive management.
  • Prior experience working in or advising Pacific Island governments, small island developing states, or comparable resource-constrained jurisdictions, including supporting institutional development or regulatory capacity building.
  • Familiarity with Nauruan law or Pacific regional legal frameworks is highly desirable.
