The Role
The Nauru- Australia Health Partnership Program – Raña Tsimorum (Look after your life) is a 10-year bilateral investment from the Australian Government to support the delivery of the health components of Nauru’s National Sustainable Development Strategy 2019-2030, seeking to strengthen the health system to respond effectively to health threats, better meet the population’s healthcare needs and significantly improve health outcomes. Raña Tsimorum has 3 focus areas – Health System Strengthening, Health Service Delivery and Inclusive Health.
Nauru is facing multiple and complex challenges in the management and operation of the health system, and the comprehensive delivery of an effective package of essential health services. The high incidence of non-communicable diseases (NCDs) is the most significant factor in an increasing burden of disease.
The focus of Rana Tsimorum will be to drive change in the following areas to significantly improve health outcomes for Nauruan’s:
- The development of a new model of care, utilising a family health centred approach, to increase access to healthcare at the community level and reduce reliance on RON Hospital
- The major need for a continued and strengthened focus on NCDs
- Review and reorganisation of Human Resources management
- Provision of essential Health Infrastructure
- Support to Sector Management and Governance
- Identify and address GEDSI related gaps across the system
- Continued provision of TA for other departments and corporate support functions
The Rana Tsimorum Bi-Lateral Health Program Community Sports Advisor will play a pivotal role in engaging Nauru’s sports sector as a platform for health promotion, youth empowerment, and community wellbeing by working in close partnership with the Nauru Department of Sports, Department of Health, and other key Government of Nauru stakeholders.
Key duties:
- Develop and implement a Community Sports Engagement Plan, aligned with the Rana Tsimorum Bi-Lateral Health Program and DFAT Post priorities
- Provide strategic advice to the Nauru Department of Sports on policy development, sector planning, and sustainable resourcing
- Facilitate capacity-building workshops and explore small community grant program development and implementation
- Build and maintain strong relationships with Nauru Department of Sports, Department of Public Health, DFAT Post, schools, NGOs, informal community groups and international sporting organisations (if applicable)
- Mentor and support local staff within the Department of Sports to enhance leadership, governance, and program management skills
- Promote inclusive practices and ensure safeguarding and child protection are embedded in all sports activities
- Establish and maintain systems to monitor the impact of sports programs on health and social outcomes
- Produce timely reports, case studies, and evidence to demonstrate outcomes and inform future programming

Requirements
- Qualifications in International Development, Health Promotion, Community Development, Sports Science, Community Facilitation, or a related field
- Minimum 5 years’ experience in sports development, community development, and / or sports-for development programs, preferably in international or Pacific contexts and/or experience directly with a Pacific National Sporting Organisation
- Demonstrated expertise in linking sport with health outcomes, youth engagement, and inclusive community development
- Strong knowledge of community sports frameworks, health promotion approaches, and inclusive participation strategies, with demonstrated relevance to Pacific Island contexts
- Excellent skills in stakeholder engagement, facilitation, and cross-cultural communication, particularly in small island or community-based settings
- Proven track record in designing, implementing, and evaluating sports-for health programs at community and national levels
- Experience engaging with government agencies, donor partners, and community organisations to build partnerships and deliver sustainable outcomes
- Previous experience in similar advisory or technical roles within the Pacific region
